No client enterprise may retain the services of a personnel placement agency or a recruitment agency for temporary foreign workers that does not hold a licence issued by the Commission, in accordance with a regulation of the Government.

The Commission shall make available to the public a list of holders of such licences that it draws up and keeps up to date.
